Global Positioning for Child Predators in Wisconsin March 21, 2007

There are few things in this life that really make my blood boil. Child predators and how leniently they are treated is one of them.
In my opinion, any person who commits a sexual act against a child should be locked up for life, immediately. There should be no reason that they are ever given a chance to offend a second time. Perpetrating such a heinous crime ought to be punishable by death.
Unfortunately, Wisconsin has one of the highest rates of release of these “humans” (and I use the term extremely loosely) and also one of the worst systems of keeping track of them (one of the only states–I have read–that doesn’t use a GPS system to keep track of these “people”).
I feel the need to do something…anything I can think of to try to further the cause to fight this sickening problem. To that end, I am posting a link to the petition to show support of a bill which will put GPS systems on these “people” in Wisconsin (at least a small fraction of the worst ones anyway–but it’s a start).
The link to sign the petition is here: http://www.petitiononline.com/WIAB591/petition.html
I am also putting a link to the blog for Citizens for a Safe Wisconsin and will be adding other links to child safety sites that I think are worthwile.
One of the best sites for people from any state that I have found is: http://www.familywatchdog.us which is a site that allows you to enter your address and it gives you a map showing you all of the sexual predators that are registered and living in your area and what offense they have committed.
It’s the best tool I know of for protecting your children: forewarned is forearmed. For example: I know that I have a 1st degree child sex offender (meaning he committed sexual assault against a child under the age of 13) living just a few blocks from me in the apartment building on the main street of my town. I walk past his apartment building on my dog walking route. From the information on the website, I know his address, apartment number, have seen a picture of him, physical description, etc.
Of course the website is only as good as the information they are given–which means we need stricter laws to keep track of these “people”. I urge you to become informed about the laws in your state–you may be shocked at who your neighbors are.
Don’t think it applies to you because you don’t have kids? Then think about the kids you do know: your neices, nephews, the kid next door, your best friend’s kids. Still don’t think it matters? Most people that are child molesters were once molested themselves. It doesn’t mean that a child who is molested will necessarily become a predator, but it increases the chances dramatically. Knowing that…remind yourself who will be taking care of you in your old age.
Recently in Altoon, WI, a retired Catholic Priest was confronted while heading in to his long term job at Oakwood Villa (an assisted living facility for the elderly). This “man” (again…the term is used loosely) was moved to this area in the early 1980’s by the Catholic Diocese of Winona, Minnesota. He was “retired” to our lovely area after he had more than 30 different accusations brought against him by children that he had molested over the course of 20 years. Twelve of the accusations were settled out of court in civil lawsuits (one for more than a million dollars).
Here’s the kicker…since the lawsuits were all civil and not criminal…he was NEVER REGISTERED AS A SEX OFFENDER. Therefore, he was able to gain employment caring for our elderly and probably telling stories to their grandchildren while sitting them on his lap.
Now you don’t cure a child molester. (You might as well say you could cure anyone from their sexual preference. Heterosexual? Nah, don’t worry about that…I can cure ya!) So my big question is this:
What has this “man” been doing for the past 20 some years? Where are all his victims from that time period? And believe me….there are victims.
My theory is that they are all buried under his house or in his back yard or he drives the bodies up to the Boundary Waters and dumps them periodically. He’s got the means and the time on his hands…he’s a retired Catholic priest, after all. He’s living off the Catholic church…and of course he’s probably collecting Social Security and there is that part-time job working with grandma.
I doubt if he takes his victims from around here, either. Do you live about 100 miles or so from Eau Claire, Wisconsin? Better lock up your kids. He wouldn’t be stupid enough to snatch a child from the same place twice…remember he’s educated.
This is why we need stricter laws. Why was this “man” not prosecuted by the district attorney in Winona? Even if the families of these 30 plus kids, did not want to press charges…shouldn’t somebody have done something? If their hands were tied by the laws, then we need to change the laws!!! It is absolutely deplorable that he has been living his life without consequence, when he stole the childhoods of so many innocent children.
This is just one case in thousands–don’t even get me started on Michael Jackson and the travesty of justice that was. Check out the Family Watchdog website and you’ll see what I mean. It’s truly frightening how many molesters and pedophiles there are.
We need to do something. These “people” are dangerous, they’re sick and they are organized. See for yourself–Google “Man Boy Love Association”, but I have to warn you…if you have eaten recently…you may want to hold off on that until your meal has settled.
So please, sign the petition if you live in Wisconsin and check into the laws in your own state/country. Write your legislators…do something…anything…every little bit is a step in the right direction.
My dream is a world without child predators. The only way to do that is to end the cycle. Take the predators off the street on the first offense. Make it their last.
Stepping off the soapbox…for now.

Thanks for the link to the AB591 petition. Governor Doyle did sign this bill into law last year. However, since then, he has managed to peck away at it and make it virtually dead. You can see the time table of this at the following link – http://www.cfsw.info/blog/?p=197
Thanks for your comment at a CFSW Blog post. Once you get you link to the CFSW blog established, I will set up a return link to your blog.
Lastly, can you expand on your comment of the sidebar not being close? I have tested the CFSW blog on Windows XP with Firefox, IE6 and IE7 and it shows correctly. I just hope that I am not missing something for getting the sidebar to display without it dropping below all the blog posts. It should be side by side with the blog posts.
Thanks
I was molested by a family member when I was about 4 or 5 years old. It only happened once, and this man felt so ashamed that he never did anything like that to me (or anyone else) again. Apparently it traumatized me so much so that I completely blocked out the memory and adopted a few ‘intimacy’ hang-ups later in life.
Sometime during my mid 20’s I had (what I thought was) a dream. I dreamt that I was very young, and in my dream this man was touching me inappropriately and having me do the same to him. I woke feeling horribly ashamed. I didn’t understand why I would have such shameful thoughts in my dreams. It was extremely disturbing.
During my 30th birthday party, this man confessed to my mother about what he had done in the past. I guess the guilt had been eating at him all these years. My mother confronted me, wanting to know why I never told her. It was at that instant that my memory of the incident returned to me, and I was so completely blindsided by it all that I nearly blacked out. I realized then, that my previous ‘dream’ had actually been a memory.
In my heart, I’ve since forgiven this family member. I’ve never spoke to him about this incident, and neither has he to me. Sometimes it bothers me that it wasn’t me he apologized to, but my mother. I was the one he harmed, not her. But then I figure his shame is too great to be able to face me with the truth. Perhaps on his deathbed he’ll tell me the words I feel I deserve to hear. Until then, I’ve put it behind me.
With that said, I agree that once a predator, always a predator. You know, the sick bastards that make it a daily theme of their lives to inflict their twisted ways on children. Some child molesters have even admitted that they will never stop. However, sometimes the ’system’ wrongly accuses, so I’m waffling over the issue of tagging all known molesters with GPS. There would have to be a strict screening process in place in order for me to feel comfortable with the issue.
Like you, I would rather just see the habitual child molesters locked up for life (or put to death). The heinous act, in my opinion, is that these monsters are allowed to walk free.
Stacy-
I’m really sorry that happened to you. I can’t imagine how horrible that must have been when it all came back to you. I hope that you do get the apology that you deserve someday.
I can understand why you would be hesitant about the GPS thing. But the reason that molesters are able to re-offend is because they “fail” to update the registry if they move. Go to the Family Watchdog website and input your hometown. Then take a look at where the molesters are living in comparison to the schools in your town.
I would rather take the risk that an innocent person has the device implanted than risk that even one more child had happen to them, what happened to you. The bottom line is that this system is only going to be “invested” (it’s not cheap) in repeat offenders or the most dangerous (multiple offenses). So the likelihood that anyone who was “wrongly” accused would have the device used on them is very slim.
Many states already do this. Wisconsin is behind the times.
In early February 2004 two brave young girls came forward to their parents and gave them news that would forever affect their lives’. The girls told their parents that their grandfather, Bryce Ewing had sexually molested them. It was almost unreal to the family that the man they had known, trusted, and loved all their lives’ had hurt them. The family sat down together and decided to confront their grandfather and grandmother. By the Middle of February the meeting took place, though it was almost unbearable to face him. Bryce admitted his guilt to the family at this meeting and promised to turn himself in. Instead of turning himself in, he contacted a lawyer and decided to fight the charges. On February 29, 2004 the first court date was set. From that day Bryce’s lawyer, Daniel Berkos, has missed numerous court appearances causing reschedules and ultimately delaying the court proceedings. Since that day in February, Bryce has mysteriously developed symptoms for the early stages of Alzheimer’s. Through those findings it was determined that Bryce was lacking his short term memory- therefore would not be able to stand trial because “he would not be able to understand the court proceedings and consult with his lawyer.” Bryce has driven a vehicle until October 2007, gone on trips with friends, and still maintains his long-term memory.
On November 15, 2007 the court found Bryce Ewing incompetent to stand trail, the case, 2005CF000081, was dismissed. Bryce has gotten away with it, he has beaten the system. He is free to do this to other little girls as long as he wants, and will never stand trial.
I am asking, begging, pleading for your help. Bryce has been doing this his entire life, including to his immediate family. Bryce would take clothes to children at a reservation in Minnesota where dozens of girls became his victims. A few years ago several girls in Richland County came forward, it was determined “there wasn’t enough evidence” to convict Bryce. How many more girls is it going to take? The number is rising; more girls are coming forward all the time. We are unable to determine how many girls this has happened to over the years but it is at a minimum of 30.
I don’t know how Bryce keeps beating the system, but he does. He lives in the small community of Gotham, WI where so many people, so many families are still ignorant to the charges. He is smart, arrogant, and sneaky. He needs to be in a home. Please tell me what I can do. This could still be happening to little girls. This is not in any way a form of defamation, the charges are real and in great number, he has admitted his guilt to the family, but found incompetent to stand trial.
Sincerely,
Darcy L. Ryan
Darcy-I am going to look into this a little and make it a post if you don’t mind. I don’t know how much it will help, but this makes me sick. When are public officials going to realize that child molester’s can’t be cured, treated, rehabilitated. Who cares if the man has Alzheimer’s and isn’t competent to stand trial. If it’s true, that just means his inhibitions are lowered and he will be more likely to offend.
By the way, Alzheimer’s doesn’t work that way. It never affects only the short term memory and leaves the long term completely intact. He shouldn’t be driving if he has Alzheimer’s since the short term memory is required in driving as well. I can’t believe some idiot judge bought this B.S.
